The role: 
Our Urban Mobility Office is comprehensively addressing congestion in the Portland region through strategic mega-projects like I-5 Rose Quarter, I-205 Improvements, I-5 Boone Bridge, and by managing the system using systemwide tolls.

We are recruiting for two public affairs roles to support the full scope of public affairs work including analyzing, planning and implementing communications plans, supporting the development of outreach plans and representing our agency at community and public events:
  • Public Affairs – Urban Mobility Office – I-205
  • Public Affairs – Urban Mobility Office – Toll

This is a limited duration appointment that is expected to end on or before two years from date of hire. Limited duration appointments are benefits eligible and have a designated maximum length of service. This position has the potential to become permanent.
 
We may also fill this position as a rotational assignment open to current state of Oregon employees. Rotation candidates are required to meet the position’s minimum qualifications.
 
A day in the life:
  • Develop and implement comprehensive community outreach plans.
  • Conduct and manage public involvement and outreach.
  • Prepare and oversee consultant public involvement scope of work.
  • Define messages and communications strategies, prepare written materials, maintain project stakeholder databases and prepare mailings and door-to-door delivery communications.
  • Prepare and launch information on the website, coordinate social media posts, and review materials and messages drafted by consultants.
  • Respond to project-related inquiries and represent the department to external audiences affected by office activities and studies.
  • Provide updates to agency and other community advisory committees, and prepare summaries and conduct relevant outreach.
  • Support public meetings, including meeting set up, take down, notetaking and the production of a meeting summary for posting on the website.
  • Develop newsletters and other public communications materials.
  • Provide media support and coordinate closely with public information officers and staff.
  • Work is performed in an office environment with occasional travel required.

What we need:
Five years of experience directly related to the position under recruitment; two of the five years must have been at the professional level.
OR
A bachelor's degree in business or public administration, public relations, marketing, journalism, the behavioral or social sciences or related degree and two years professional level experience in public relations or affairs.

Driving is an essential function of this position. You must possess and maintain a valid driver license and acceptable driving record. Your license does not have to be issued in Oregon to be considered.

Note: You do not need to have all of these qualities to be eligible for this position. 
  • Proven experience assisting in the creation of talking points, multimedia presentations, newsletters, public exhibits, display boards, meeting summaries or other public involvement documentation.
  • Understanding of public works transportation project design and construction or tolls and congestion pricing principles, policies and best practices.
  • Experience monitoring and responding to public hotlines and emails accounts.
  • Experience in planning open houses, workshops, public hearings, neighborhood meetings, ground breakings, ribbon cuttings, workshops, or other public events.
