The mission of the South Dakota Department of Public Safety (DPS) is to ensure the safety of all people in South Dakota. The agencies within the Department work in numerous ways to serve the state and its residents. DPS is looking for a highly motivated technical individual that will serve as the Data Systems Manager for the South Dakota Law Enforcement Telecommunications System (SDLETS). This position will manage projects pertaining to the SDLETS; conduct research on best practices and new technology; lead data projects to create and support effective solutions to meet the needs of the programs, employees, and customers of DPS.
The Ideal Candidate Will Have:
A background in police or dispatch operations.
Knowledge of:
  • procedures and practices of criminal justice computer systems, including NCIC, CJIS, NLETS, SDLETS, UCR, NIBRS, and NICS policies;
  • information technology security and best practices as related to criminal justice data;
  • Criminal History Repository Information (CHRI) policies and procedures;
  • principles and practices of database entry and maintenance;
  • modern office procedures, methods and computer equipment;
  • English usage, spelling, grammar, and punctuation;
  • pertinent federal, state, and local laws, codes, and regulations related to the use of criminal justice computer systems, dissemination of information and security and privacy requirements.
  • desktop computing, networking and system security fundamentals, including troubleshooting techniques;
  • general knowledge of DPS and its various agencies and activities;
  • strong relationship building skills with the ability to collaborate and work effectively with internal colleagues and customers;
  • demonstrated teamwork and organizational skills;
  • demonstrated, excellent communication skills;
  • demonstrated ability to manage technical troubleshooting to resolve performance issues.
Ability to:
  • manage a statewide audit program for all law enforcement and criminal justice agencies;
  • maintain a high standard of ethical decision making;
  • maintain a statewide training program for all law enforcement and criminal justice agencies;
  • provide 24/7 technical support surrounding the criminal justice data sharing systems;
  • understanding, interpreting, and explaining the various criminal justice computer systems functions;
  • researching and resolving potential improper usage of criminal history information systems;
  • maintaining accurate files, policies, agreements, and records;
  • maintaining confidentiality of work performed, collecting and compiling information for a variety of department and state required reports;
  • working independently without direct supervision;
  • understanding and following instructions;
  • establishing and maintaining effective working relationships with those contacted in the course of work;
  • analyzing problems and identifying alternative solutions;
  • planning, organizing, and prioritizing assignments;
  • appropriately safeguarding confidential and sensitive information;
  • handle multiple tasks and projects simultaneously with frequent interruptions;
  • diagnose and resolve computer related problems;
  • research new technologies;
  • establish and maintain effective working relationships;
  • provide effective project management;
  • understand complex processes and apply processes to business operations in a vast array of DPS disciplines.
