What you'll do:
This position will be responsible for procurement of products and services ensuring expenditures are coded to the appropriate fund and budget appropriation as well as ensuring purchases are in compliance with fiscal policies and procedures. This position will oversee the budget and purchasing for the Southwest Region and will be responsible for the over-site of divisional fleet utilization and repairs.
Directs a variety of complex support service functions such as personnel; expenditure control; maintenance and upkeep of buildings and grounds; requisitioning/storage/issuance/local procurement of supplies and equipment/accounting/approval of requisitions for payment of operating expenses
Monitors compliance; reconciles balances for accounts upon receipt of the appropriate authorization from the accounting office/supervises staff responsible for maintaining records
Gathers/compiles projected expenditure information and monitors expenditures; assists in preparing facility or agency budget; prepares/assists in the preparation of reports and development of grant requests/contracts; monitors expenditures for compliance with fiscal requirements
Maintains/assists in the maintenance of a grant database
Approves service contract documents and statewide accounting system encumbrances; approves and ensures processing of procurement and service contract invoices
Researches/develops/prepares scope of work, bid documents, amendments; determines vendor selection for procurement of supplies/equipment/services
Directs/approves processing of orders/expense accounts/out-of-state travel/requests/invoices/receivers/payment vouchers/purchase requests; monitors for compliance with rules/procedures/regulations/fiscal requirements; assists in development of budget plan and prepares journal vouchers
Assists in development of budget plan; prepares journal vouchers; performs fixed asset management functions relating to inventory which includes records maintenance/locations/storage/transfers/surplusing/reporting/annual reviews
Selects, trains, and supervises staff; responds to inquiries from state officials/customers/vendors/general public
Exercises independent judgement and initiative under general supervision; work is reviewed for conformance to established policies and procedures; preforms other related work as assigned
All you need for success:
Minimum Qualifications:
One or more years of experience as an Executive I, Senior Accounts Assistant, or Stores/Warehouse Supervisor with the Missouri Uniform Classification and Pay System, and possession of a high school diploma or proof of high school equivalency OR
A Bachelor's degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: Accounting, Public or Business Administration, or a closely related field AND One or more years of professional or technical experience in the administration of fiscal or budgetary controls, procurement, accounting or bookkeeping, or closely related areas
(24 earned graduate credit hours from an accredited college or university in the specified areas may substitute for the required experience)
(Clerical experience in fiscal or budgetary controls, procurement, accounting or bookkeeping, or closely related areas will substitute on a year-for-year basis for the first two years of college; experience in the areas listed above in a supervisory or semi-technical capacity [at or above the level of a Senior Office Support Assistant, Accounts Assistant, or Stores/Warehouse Assistant) may substitute on a year-for-year basis for deficiencies in the required college education)
