As a Public Affairs Specialist (Communications Manager) at the GS-1035-13/14, some of your typical work assignments may include:
  • Developing or ensuring the development, coordination, and implementation of social media strategy and content to diverse audiences (including non-English language), in an effort to increase awareness of the agency's mission and activities, goals, and objectives.
  • Applying and providing users advice and assistance related to general policies, guidelines, and standards related to copy-right protection, usability, user testing, image digitization, federal records management, and knowledge of and skill in applying Section 508 and basic web accessibility guidelines.
  • Evaluating virtual content and problems in communicating the organization's programs while advising on and recommending specific social media information sharing activities designed to alleviate these problems.
  • Planning, coordinating, developing, implementing, disseminating, and assessing the delivery of program and small business-related information across a range of communication platforms to include non-English speakers, including Agency Web site, related social media platforms, and national newsletters using various media tools to include digital.
  • Coordinating the use of all forms of media including digital/social media throughout the ODA's Field Operations Center - East (FOCE), Field Operations Center - West (FOCW), and Processing and Disbursement Center (PDC).

Conditions of Employment

  • U.S. citizenship is required. You must be able to obtain and maintain a Government travel credit card. Favorable background investigation and credit check are required. Credit Score must be at least 500.You may be required to complete a one-year probationary period. This is not a bargaining unit position.



Qualifications

Generally, time in Non-Pay status is not creditable towards the specialized experience requirement listed below.
You must meet all qualification requirements by the closing date of this announcement.

Experience:
To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement.
You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level.

GS-13: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-12 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:

*Analyze trends, metrics, and engagement rates, reach, and comments on various social media platforms such as Twitter, Facebook, Instagram, LinkedIn, and YouTube;
*Anticipating shifts in public reaction to programs and statutory or technological changes;
*Write, edit, and proof information in a variety of digital formats, presentations, promotional features, articles, success stories, newsletters, photos, video, and graphics; and
*Contribute as a presenter and with materials to social media training with program offices who are required to effectively monitor, manage and grow social media accounts.

GS-14: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-13 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:

*Evaluate the appropriateness of existing communications strategies to ensure anticipation of shifts in public reaction to programs and statutory or technological changes;
*Counsel management on the formulation and articulation of an overall approach to public affairs issues;
*Develop and evaluate the social media communications strategies and their effectiveness by analyzing trends, metrics, and engagement rates, reach, and comments on various social media platforms such as Twitter, Facebook, Instagram, LinkedIn, and YouTube;
*Write, edit, and proof information in a variety of digital formats, presentations, promotional features, articles, success stories, newsletters, photos, video, and graphics; and
*Develop and present social media training material to program offices who are required to effectively monitor, manage and grow social media accounts.
