The Opportunity
WSDOT Office of Human Resources and Safety is currently seeking a Human Resource Consultant 2 (HRC2) to provide professional Human Resource support for the Southwest Region in Vancouver, WA. This position provides advice and consultation on tasks within classification, compensation, labor relations, reasonable accommodation, drug and alcohol, performance management, and training. The HRC2 directly supports the agency goal areas of Workforce Development and Inclusion to be an employer of choice and employ a workforce that reflect the many diverse communities we serve. What to Expect
Among the varied range of responsibilities held within this role, the HRC2 will:
- Advise and consult on employment rules/WAC’s/CBA’s regarding a variety of topics such as salary placement, return rights, overtime, schedule changes etc.
- Prepare notifications, track, and process various employee movements and appointments such as new hires, in-training completions/extensions, non-permanent appointment completions/extensions, CDL requirements etc.
- Advise and consult supervisors and managers regarding routine performance management concerns; draft and review corrective action correspondence if corrective action is applicable.
- Conduct initial investigation inquiry/intake and attend investigations as note taker and assist investigator.
- Prepare pre-disciplinary notifications and coordinate the meeting; prepare accurate and detailed notes; and draft and review disciplinary determinations.
- Review Classified Position Descriptions (CPDs) to ensure positions remain allocated appropriately; ensure essential functions are accurately represented and limit accessibility barriers.
- Process and prepare Position Action Forms (PAFs) for position changes and Employee Action Form (EAF) for employee movement.
- Process recruitment requisitions and consult with hiring manager on salary setting for new employees, consistent with the Equal Pay Act.
- Coordinate retirement and separation documentation.
- Review and process employee Performance Management Program (PMP) evaluations.
Qualifications
This is a Human Resource Consultant 2 (HRC2) position. However, the hiring manager reserves the right to fill the position at a lower level (HRC1) depending on qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.
To be considered at the HRC1 level, the following is required:
- A Bachelor’s degree with focus on business, human resources, social, or organizational behavioral science, or related field. (Experience may substitute for education on a year for year basis).
To be considered for this opportunity at the HRC2 level, the following are required:
- Bachelor’s degree with a focus in business, human resources, or related field AND at least one (1) year of professional experience. (Experience may substitute for education on a year for year basis).
- Experience utilizing HR Information System (HRIS) which may include applicant tracking system, learning management system, performance management system, etc.
The following is required at either level:
- Experience researching, applying, and communicating policies, procedures, and employment laws.
- Strong communication skills both in written and verbal form to prepare letters, reports and deliver presentations.
- Strong interpersonal skills to be able to work with managers and their employees on HR issues that are often sensitive and confidential in nature.
- Experience working independently and prioritizing work assignments to meet frequently changing deadlines.
- Proficient in MS Office Suite of products, including Word, Excel, and Outlook.
It is preferred that qualified candidates also have:
- Professional in Human Resources (PHR) or Society of HR Management – Certified Professional (SHRM-CP) or equivalent professional certifications.
- Experience utilizing an HRIS within State Government (NEOGOV, HRMS, Learning Center).
- Experience as an HR Professional in a public sector, to include advising and interpreting CBAs and Civil Service Rules.
Important Notes
- This recruitment may also be used to fill additional positions per business needs.
- This position offers flexible/hybrid remote work options. This must be able to report to the Southwest Region headquarters building in Vancouver, WA on an as needed basis.
- This position has been approved for in-training. The hiring manager is looking to hire at the Human Resource Consultant 2 level, however the in-training plan will allow candidates to be considered as Human Resource Consultant 1, if not qualified at the highest level.
- Human Resource Consultant 1: $44,808 – $60,156
- Human Resource Consultant 2: $50,592 – $68,076
- Washington Administrative Code (WAC) 357-16-197 mandates that all employees who work for executive cabinet agencies (which includes the Department of Transportation) must be fully vaccinated against COVID-19.
