Description of Job
The employee in this Criminal Investigator position in the Cripple Creek office of the Division of Gaming is responsible for planning and conducting investigations of violations of criminal laws as they relate to limited gaming statutes, rules and regulations. 

Duties Include, but are not limited to:

Criminal Investigations:
  • Plans and conducts investigations of violations of limited gaming and criminal laws.
  • Prepares written investigative reports and affidavits for search and arrest warrants.
  • Conducts interviews of victims and witnesses, and interrogates suspects.
  • Testifies in court.
  • Provides assistance to local, state and federal law enforcement agencies with information on limited gaming and gambling practices, methods and licensees.
  • Maintains on-call duty status while off-duty for emergency response.
  • Assists other law enforcement officers and agencies upon request.
Criminal Enforcement:
  • Proactively patrols casinos as an armed peace officer to observe violations, preserve the peace, prevent and discourage cheating, theft, and other violations of laws. 
  • Executes warrants and collects and preserves physical and documentary evidence. 
  • Responds to complaints, issues criminal summonses, effects arrests, transport prisoners to jail incident to arrest. 
  • Assists or augments other law enforcement agencies to ensure officer and gaming patron safety.
  • Prepares detailed written reports for criminal prosecution. 
  • Maintains on-call duty status while off-duty for emergency response. 
  • Assist other law enforcement agencies upon request.
Regulatory Enforcement:
  • Proactively patrols casinos monitoring for compliance with Colorado Limited Gaming Regulations and Internal Control Minimum Procedures. 
  • Responds to disputes and complaints of violations. 
  • Participates in comprehensive compliance inspections to ensure that licensees, patrons, premises, records and devices are within approved minimum guidelines and those licensees and patrons are in compliance with Limited Gaming Regulations and Internal Control Minimum Procedures necessary to ensure the integrity of Limited Gaming. 
  • Initiates appropriate disciplinary action for recommendation and presentation to the Colorado Limited Gaming Control Commission.
Inspections and Approvals:
  • Participates in comprehensive compliance inspections to ensure that licensees, patrons, premises, records and devices are within approved minimum guidelines and those licensees and patrons are in compliance with Limited Gaming Regulations and Internal Control Minimum Procedures.  
  • Reviews and inspects gaming devices and equipment, including but not limited slot machines, gaming tables, chips, tokens, and cards and surveillance equipment. 
  • Prepares written reports detailing findings for the Colorado Limited Gaming Control Commission.
Background Investigations:
  • Plans, coordinates and conducts complex investigations involving multi-jurisdictional and multi-national entities. The purpose of the investigation is to: determine and evaluate areas of tax information, financial documentation, asset identification, source of investment funds, reputation, civil litigation, criminal history, accuracy of provided disclosures, and areas of fraud and misrepresentation. 
  • Prepares detailed written reports and presents findings to the Colorado Limited Gaming Control Commission to determine suitability for licensure. 
  • Conduct annual (or as needed) renewal, expansion or change of ownership investigation and completes a detailed written report and presents the findings to the Colorado Limited Gaming Control Commission.
Additional Responsibilities:
  • Provides training and delivers presentations to the gaming industry, outside law enforcement agencies and the public. 
  • Responds to verbal and written inquiries concerning gaming laws, regulations and licensing. 
  • Remains current on Limited Gaming Statutes, Regulations and Internal Control Minimum Procedures as well as pertinent criminal and civil statutory and case law. 
  • Maintains proficiency and qualification with firearms and other defensive equipment assigned.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Education and Experience: 
Bachelor's degree in business
administration, public administration, criminology, criminal justice, criminalistics, political science, police science, law enforcement, law, psychology, sociology or a closely related field as determined by the Department.
One (1) year of full-time professional investigative experience.
Current valid POST Certification in the State of Colorado or the ability to obtain a current lateral certification for out-of-state applicants.

Colorado statute requires that officers wishing to transfer their POST certification be fully certified in another state and have served at least one year in the last three years to be eligible for Provisional Certification. Criminal Investigative experience in a field appropriate to the position may be substituted for the degree requirement only on a year-for-year basis.

Necessary Special Requirements:  
  • Applicants must successfully pass a background investigation and a tax check prior to appointment to positions in the Gaming Division. 
  • Applicants must successfully pass a Psychological Evaluation prior to being appointed to a position in the Gaming Division . 
  • Applicants must be currently certified as a Peace Officer in the State of Colorado or the ability to obtain a current lateral certification for out-of-state applicants.   • Must be willing to work nights, rotating shifts, weekends with on-call status, holidays, and be able to do extended travel
  • Must be able to qualify and maintain qualification with a firearm
  • Must be able to certify and maintain certification in arrest control techniques
  • Must possess and maintain a Colorado driver's license

  • Ability to work with a diverse group of stakeholders with competing interests.
  • Active policing in the community equivalent to police patrol officer, sheriff deputy state trooper/police. 
  • Proven ability to work independently and accept supervision.
  • Proven success organizing and tracking workload.
  • The preferred candidate will be currently employed as a detective or criminal investigator, and possess patrol/police officer experience.
  • Additional years of experience in professional investigative and/or compliance experience in a regulatory environment
  • Outstanding candidates will have recent experience with: investigations involving interpreting and applying statutes, and researching databases.
  • Proficiency in the Microsoft Office Suite
  • Proficiency in Google Office.
  • Excellent oral and written communication and interpersonal skills.
