  • New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

One position will be filled at either the Real Estate Specialist II or III level. 

Hiring Salary Ranges:
Real Estate Specialist II - $46,296 - $57,012 annually
Real Estate Specialist III -$53,484 - $65,868 annually

Description of Job
About the Work Unit
This Real Estate Specialist II or III works in the Colorado Department of Transportation’s (CDOT’s) Region 4 Right-of-Way Unit. The Right-of-Way team exists to define, acquire, and manage real property for the construction, operation, and maintenance of the State transportation system in Region 4 and provide relocation services in compliance with the Uniform Relocation Assistance and Real Property Acquisition Act of 1970. It also is to provide guidance, support and oversight of local agency projects.

About the Position
As a Real Estate Specialist II or III, you will provide real estate acquisition, relocation and property management services to engineering residencies working on construction projects throughout northeast Colorado. You will adhere to CDOT's policy and procedural directives, the Uniform Relocation and Real Property Acquisition Policies Act of 1970, federal regulations and state rules and standards. The level of independence and complexity of assignments will vary, depending on the level at which the position is filled.

Your duties and responsibilities will include, but are not limited to, the following:
  • Responsible in communicating with others any observed effects of property acquisition and relocation, and how these disciplines may affect schedule and budget;
  • Research, analysis and preparation of waiver valuations to estimate the fair market value of property to be acquired; notifying, offering just compensation, negotiating, and concluding eminent domain property transactions; 
  • Participate in project meetings with both internal and external stakeholders to stay apprised of project status and informed about potential right-of-way issues, and offers assistance and right-of-way updates to project, traffic, and utility engineers, right of way team, and environmental personnel regarding acquisition and relocation matters;
  • Prepare justification for administrative settlements; and work with title companies and owners to coordinate and complete transaction closings and post-closing activities;
  • Prepares waiver valuations, negotiates with property owners, tenants, or their representatives to acquire real estate interests needed, and to assist in resolving potential construction problems; 
  • Maintain the environmental schedule and provide continuous schedule validation for various construction packages;
  • Perform basic and complex relocation of personal property and displacees affected by projects to include the preparation of necessary forms, delivery of required notices and advisory services;
  • Provide expertise and oversight to consultant agents in the performance of negotiation, contracting, and closing of real property acquisitions and the relocation of personal property being affected by projects;
  • Act as a technical guide, consultant and advisor for the Right-of-Way Unit and other Region personnel in the fields of real estate acquisition and relocation assistance;
  • Other duties as assigned. 
Work Environment: 
  • Your schedule will primarily be 8:00 am – 5:00 pm work hours, Monday-Friday, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met.
  • You will likely work a hybrid schedule with a combination of in-office and remote work.
  • Travel required during daytime work hours to meet with land owners, members of the public, potential lessees and to project sites
  • Occasional overnight travel throughout Colorado 
  • Required to operate CDOT vehicles

Minimum Qualifications 

Real Estate Specialist II
  • A bachelor's degree from a U.S. accredited college or university (a copy of your transcript or NACES evaluation must be submitted to verify this requirement).
  • AND one year of full-time professional experience in real estate abstracting/title work, right of way plan development, property management for a public entity, property appraisal, right of way negotiations, land acquisition, relocation and/or land surveying.
Substitutions: 
  • Additional work experience that provided the same kind, amount and level of knowledge acquired in the required education, may substitute on a year-for-year basis for the required bachelor’s degree but not for the specific experience. 
  • A graduate degree in Real Estate, Business Administration, Public Administration, Accounting, or Finance will substitute for the required professional experience on a year-for-year basis.

Real Estate Specialist III
  • A bachelor's degree from a U.S. accredited college or university (a copy of your transcript or NACES evaluation must be submitted to verify this requirement).
  • AND two years of full-time professional experience in real estate abstracting/title work, right of way plan development, property management for a public entity, property appraisal, right of way negotiations, land acquisition, relocation and/or land surveying.

Preferred Qualifications
The exceptional applicant will be an experienced Real Estate Specialist and will possess the proven ability or accomplishment in the following:
  • Demonstrated success with the duties listed in the Description of the Job section;
  • Years of State service experience related to the duties of this position;
  • Highest work/personal ethics and integrity;
  • Working knowledge and understanding of real estate law, principles, practices and values, including document preparation, acquisitions, closings, appraisals, and property leasing and management;
  • Experience reading and interpreting transportation design drawings and right of way plans;
  • Experience in forecasting and providing input on possible need and uses of Real Property;
  • Acquisition experience in a transportation context;
  • Experience performing relocation services according to applicable state and federal regulations;
  • Proven ability to manage multiple assignments, priorities, and projects in a demanding environment;
  • Ability to work under tight deadlines and be adaptable to changing assignments;
  • Ability to take initiative to solve problems in an innovative manner;
  • Partnering with public and private organizations, special interest groups, elected and appointed officials, in situations which may be politically sensitive;
